Ukraine President Volodymyr Zelenskyy has announced that Defense Minister Oleksii Reznikov will be replaced by Rustem Umerov, a Crimean Tatar lawmaker. Zelenskyy stated that new leadership was necessary after Umerov's experience in the ongoing war. He also expressed the need for new approaches and formats of interaction with the military and society. Umerov, a politician with the opposition Holos party, has been involved in various important negotiations and exchanges, including the exchange of prisoners of war and the evacuation of civilians from occupied territories.

In August, a scandal emerged regarding the Ministry of Defense's procurement of military jackets. It was reported that the materials were purchased at a significantly higher price and that the wrong type of jackets were ordered. Reznikov denied these allegations. U.S. President Joe Biden, when asked for comment on Zelenskyy's replacement of the defense chief, stated that he had no public comment. Zelenskyy's announcement came after a Russian drone attack on a port in Ukraine's Odesa region, which resulted in two people being hospitalized.

The attack on the Reni seaport occurred just before Russian President Vladimir Putin's meeting with Turkish President Recep Tayyip Erdogan to discuss the resumption of food shipments from Ukraine under a grain agreement. Russian forces launched 25 drones, 22 of which were shot down by Ukrainian air defenses. Zelenskyy's chief of staff described the assault as part of Russia's attempt to provoke a food crisis and hunger in the world. The meeting between Putin and Erdogan is expected to take place in Sochi, where they will discuss renewing the Black Sea grain initiative.

The Black Sea grain agreement, brokered by the United Nations and Turkey in July 2022, allowed for the safe export of grain and other commodities from three Ukrainian ports despite the ongoing war. However, Russia withdrew from the agreement, claiming that a parallel deal regarding Russian exports of food and fertilizer had not been honored. The Sochi summit follows talks between the Russian and Turkish foreign ministers, during which Russia presented a list of actions that the West would need to take for Ukraine's Black Sea exports to resume.

In other parts of Ukraine, there were reports of attacks and casualties due to Russian shelling. Ukrainian prosecutors have opened a war crimes investigation into the death of a police officer killed by Russian shelling in the town of Seredyna-Buda. Two other police officers and one civilian were wounded in the attack. These incidents highlight the ongoing violence and instability in the region.
